Digital Lobby Signs Are Now Allowed: The February 2026 HPD Rule

For the first time, HPD lets owners show some required notices on a digital screen instead of paper or metal. It sounds like a big change, but it only covers five notices, and it comes with strict rules. Here's what you can and can't put on a screen.

The quick answer

In short: Since February 2, 2026, owners can use a digital sign for five notices: bedbugs, smoke and CO detectors, garbage collection, heat sensor devices (if required) and interruption of services (if required). If you go digital for one, all five must be digital. The gas leak notice and other signs stay physical.

  4. 4

  5. 5

The screen rules

HPD's signage page lists the requirements:

All or none

If you use a screen for one of the five, you must use it for all five.

Text size

Titles and content at least a quarter inch tall at all times, in bold, well spaced, high contrast type.

Placement

In a common area, readily visible, with enough light to read easily.

Access

The screen must meet ADA Standards for Accessible Design.

Language

English, Spanish and any other language you think tenants need.

If the screen goes dark, physical notices need to go up right away, so many owners keep printed backups on hand.

What must stay on the wall

Everything else. That includes the registration number sign, the superintendent sign, the inspection frame, the fire safety notice, floor numbers, the gas leak notice and the rent stabilized notice. The gas leak notice in particular must remain in hard copy even inside a combined notice.

Going digital for five notices? You still need the rest on the wall. See required signs

Is a screen worth it?

Good fit

Large buildings that already have a lobby screen for announcements.

Not worth it

Small walk ups, where five metal signs cost far less than a screen.

What this looks like in practice

Picture a 150 unit building with a lobby screen that already shows package alerts. Management adds a rotating page for the five notices, in bold quarter inch type in English and Spanish, and keeps a binder of printed backups at the front desk. The metal signs for the rest of the required list stay right where they are.
