About the Rent Stabilized Dwelling Units Notice

Local Law 86 of 2025 added subdivision (b) to HMC Section 27-2104. Any multiple dwelling with one or more rent stabilized units must post a notice in a conspicuous spot in the common area at the entrance. HPD announced that it took effect on January 26, 2026. The notice tells tenants the building has stabilized units and how to check with the state whether their own apartment is registered.

The wording is set by HPD on its approved English and Spanish form, so we print it as written. Only two details change: your building address and your HPD registration number, which we print in. An owner who doesn’t post it is liable for a civil penalty under Section 27-2115(a). Post it with the registration number sign, which comes from subdivision (a) of the same section.

Where to post it

  • A conspicuous spot in the common area at the building entrance.
  • The lobby wall near the main door or the mailboxes works well.
  • Group it with the inspection visits frame so inspectors find everything in one place.

Questions about this sign

Local Law 86 of 2025 passed the City Council on May 28, 2025. HPD announced it in effect on January 26, 2026.

Yes. HPD's form has both on one page, and we print both on one sign. It also points tenants to nyc.gov/hpd for other languages.

No. The law requires a form approved by HPD, so only the address and registration number change.

It is not on HPD's list of notices allowed on digital signs. Post it as a printed sign.

No. You still file the yearly rent registration with the state. The sign only tells tenants the building has stabilized units and where to check.
