HPD Annual Registration: Deadline and Steps
Every year, NYC owners of apartment buildings and many rented homes have to register with HPD. It costs $13, takes less than an hour, and skipping it can block you from certifying violations or taking tenants to court for unpaid rent.
The quick answer
In short: Owners of buildings with 3 or more units, and of 1 or 2 family homes where neither the owner nor immediate family lives, must register with HPD every year by September 1. Register through HPD's online system (PROS), mail the signed form and pay the $13 fee on your property tax bill.
Who has to register
- 1Multiple dwellingsAny building with 3 or more apartments, including 3 family houses.
- 2Some 1 and 2 family homesWhen neither the owner nor the owner's immediate family lives there. See our 1 and 2 family guide.
- 3Co-ops and condosThe board registers for the building, not each unit owner.
The yearly timeline
The registration window opens for the new year.
The $13 fee is billed on your Department of Finance property tax statement.
The annual registration deadline.
Update within 5 days if your address or managing agent changes.
What you'll need
Owner name, business and home addresses and phone. For companies, anyone with more than a 25 percent share. A managing agent who is a real person over 21 with a NYC business address (no PO boxes). And a phone number in the metro area where the owner or agent can be reached at all times.
How to register
- Log in to PROS.
HPD's Property Registration Online System lets you create or update your registration.
- Print, sign and mail the form.
PROS doesn't replace the signed form. Mail it to the address HPD lists, without payment.
- Pay the $13 fee.
Through the Department of Finance, using your registration number as the account number.
The full steps are on HPD's Register Your Property page.
What happens if you don't
HPD can issue civil penalties under Local Law 71 of 2023, and unregistered owners can't certify violations, request a code violation dismissal or bring a nonpayment case in Housing Court. That last one alone makes registering worth it. See our certification guide for why certifying matters.
Your registration and your signs
Registration gives your building its HPD number, which goes on the registration number sign in your entrance hall and on the rent stabilized notice. If you just registered a building you bought, order new signs with your number and your super's details.
Send us your registration number and we'll make your sign, ready in 2 business days. Order the registration sign, $48
What this looks like in practice
Picture an owner who buys a 6 unit building in March. They register in PROS under their name with a new managing agent, mail the signed form, and pay the $13 when the July tax bill arrives. In the lobby, the old owner's registration sign comes down and a new one goes up. Done well before September 1.
