About the Interruption of Service Notice

Local Law 47 of 2015 added subdivision (e) to HMC Section 27-2005. When repairs will shut off heat, hot water, cold water, gas or electricity for 2 hours or more, the owner posts a notice at least 24 hours ahead. It names the service, the type of work and the expected start and end dates, in English and Spanish. HPD’s rule, 28 RCNY Section 25-101, puts it in a prominent place in the public part of the building and on each floor. A missing notice is a Class C violation.

Shutoffs happen again and again, so a write-on notice saves your super time. Ours follows HPD sample form with boxes for each service and lines for the dates and the reason. For emergency repairs, post it as soon as practicable once the shutoff starts. A superintendent sign at the entrance tells tenants who to call while the work is on.

Where to post it

  • A prominent place in the lobby or main entrance.
  • One on each floor, in the same spot every time, such as by the elevator or stair door.
  • At least 24 hours before the shutoff, and kept up until service is back.

Questions about this sign

At least 24 hours before the shutoff starts. Leave it up until service is back.

One for the lobby and one for each floor. A 5 story building needs 6.

Emergency work does not need 24 hours notice. If the shutoff lasts 2 hours or more, post the notice as soon as practicable after it starts.

Yes. The law requires English and Spanish, and our notice has both.

Since February 2, 2026, HPD allows a digital sign in the public part of the building for this notice, but the notice on each floor stays on paper.

Local Law 47 also changed Admin Code Section 28-304.10, which covers elevator outages in apartment buildings. Our notice has an elevator box for that.
